Yes, it can be both. You can use the state of meditation as a tool. Putting your mind in a more calm and aware state of focus can be used as a tool to handle a situation or to handle yourself in whichever way you are trying to, improving self control for example.

I'm not sure what you mean by this... but I wouldn't consider any state meditation unless the meditative intent is already present, in which case you were probably meditating somewhat to get to that state.
